 RESEARCH TITLE

Exploring the Impact of SBA System in the Rural Area of Mymensingh District in Bangladesh.

Introduction:
School-based assessment (SBA) is an assessment which is embedded in the teaching and learning process. It has a number of important characteristics which distinguish it from other forms of assessment:
·         It involves the teacher from the beginning to the end: from planning the assessment programme, to identifying and/or developing appropriate assessment tasks right through to making the assessment judgments.
·         It allows for the collection of a number of samples of student performance over a period of time.
·         It can be adapted and modified by the teacher to match the teaching and learning goals of the particular class and students being assessed.
·         It is carried out in ordinary classrooms.
·         It is conducted by the students' own teacher.
·         It involves students more actively in the assessment process, especially if self and/or peer assessment is used in conjunction with teacher assessment.
·         It allows the teacher to give immediate and constructive feedback to students.
·         It stimulates continuous evaluation and adjustment of the teaching and learning programme.
·         It complements other forms of assessment, including external examinations.
The Government has decided to implement /apply SBA system for the students (Grade 6-9) of the secondary schools of the country from the academic session 2005. In SBA, teacher had a power to give 30 marks to students.

In this system the performance of a student will be assessed throughout the year based on the following criteria:
© Attendance and interest in learning
© Evaluation (class based)
© Assignment (individual/ in group)
© Manners, values and honesty
© Presentation/individual and group discussion
© Leadership quality
© Discipline
© Participation in cultural activities
© Competency in sports
© Practical class in science
In Bangladesh, still now SBA is a new system of education. If the application and the effectiveness of SBA will be identified, it will be an achievement for us.

Objectives of the Study:
Ø General Objective:
To explore the impact of the SBA System in the Rural Area of Mymensingh in Bangladesh.

Ø Specific Objectives:
My objectives of this research will be-
ü  To explore the application of SBA system in rural area of Mymensingh.
ü  To explore the effectiveness of SBA system for rural students.
ü  To find out the weakness of this system.


Significance of the Study:
The SBA system is relatively low new in Bangladesh. This research will show what the present situation of SBA system in bagladesh is. It will also find out the limitation which will help us to have a better evaluation system and guide us to make more efficient system for our context if needed.

Methodology:
vNature of the Study:
This research will be investigative in its nature and a combination of   qualitative and quantitative methodologies in order to maintain the quality and reliability of data.
vPopulation & Sampling:
    The target group or the population for this research will be-
ü  All students of class 6 to 9 in rural area of Mymensingh
ü  All teachers of secondary level in rural area of Mymensingh.
ü  Parents of those students
ü  School managing committee of those schools
But it is very tough for one person to gather information from whole district. Therefore, sampling is a must. I will select the rural population of Mymensingh district as my sample area by some sampling techniques. First I will use a cluster and stratified sampling and then a random sampling method as sampling strategy to select neutral and authentic research respondents.




vData Collection Techniques:
The techniques that will be use to collect data are-
ü  Questionnaire survey
ü  Semi-structured interviews
ü  Observation.
Interviews will also hold with selected representatives of the managing committee of the schools of rural area in Bangladesh.
The data will be collected from both primary and secondary sources. The primary data will be collected in a survey using face-to-face interviews. While forming the questionnaire economic, social and political conditions and also the age and mental condition of respondents will be given consideration. The samples will be visited before the actual start of the fieldwork in order to gain a relationship with the key figures of the area. The source of secondary data will be organizational documents and related literature.
vData Analysis Procedure:
The process of data analysis will follow both quantitative and qualitative way. The data analysis will be descriptive. After generating row data, it will be checked and re-checked, so that the information remains accurate and exact. Data obtained through questionnaires and observation checklist will be analyzed statistically, and then it will be placed in table in terms of variables. Data obtained from interview schedule will be analyzed critically and in narrative way. For statistical support two well known computer software program will be used, one is MS Excel 2007 and another one is SPSS 12.  Then it will be represented in a narrative manner according to the collected data.

Conclusion:
According to the speech of NCTB Chairman, ‘’Most of the countries have school based assessment in school level and teacher based assessment in university level. But the education environment of other countries and the Bangladesh are not same. According to the report of TIB, Education Division and Education Administration obtained second scores in corruption’’ (Source: TIB Waves, July, 2005). So in structured education a student may get 30 marks in each subject at SBA by power or money. He needs another 3 marks to avoid fail. So, without making any strong relationship to books, he may get 3 or 4 marks in each subject in another question and 30 at SBA, so that he will pass easily. In this system marks will be shelled. Considering these two types of assessments, the final assessment of a student will be made. So, it is hoped that if this system is applied properly (avoiding dishonesty and corruption), the quality of education will be increased.
